1. Section 2(b) of the ASO MOU is provisionally revised to read as follows:
"(b) Term. The term of Address Council members will be 3 years. Terms shall expire at the conclusion of December 31 Coordinated Universal Time (UTC). The initial Address Council members selected within each region will have staggered terms ending on the second, third, and fourth December 31 after their selection. The process by which these initial members are selected must also determine in an open and transparent manner, the assignment of terms to each of the initial members. In the event an Address Council member's term expires before a successor is chosen or the member is selected for a new term, the member shall continue to serve after the expiration for up to six months until either of those events occur."
